Description


The Village of Key Biscayne is seeking a Public Works Superintendent.  The position is responsible for supervising public works operations and maintenance such as, repair and maintenance of all roads, sidewalks, storm water infrastructure, parks & irrigation, and public buildings and facilities, as well as overseeing rights-of-ways permitting and inspections, refuse collection and recycling, water and wastewater, landscaping, beach maintenance, vermin control, and fleet management.

 

MINIMUM REQUIREMENTS:

 

  • A minimum of ten (10) years’ experience in Public Works and familiarity with a variety of field’s concepts, practices, and procedures. A minimum of three (3) years of supervisory experience.
  • Familiarity with the National Pollutant Discharge Elimination System (NPDES) permit program.
  • Intermediate to advanced experience with Microsoft Suite, Microsoft Project, RS Means, Program Management software and workflow, and Business Intelligence systems preferred.
  • Ability to work independently and as part of a team.
  • Must hold a valid motor vehicle operator’s license.
  • Ability to fluently speak, read and write the English language.  Ability to communicate in Spanish is a plus.
  • Thorough knowledge of modern public works principles and practices.
  • Thorough knowledge of laws and ordinances affecting public works projects and operations.
  • Ability to plan and direct the organization of the Public Works Department.
  • Ability to plan and direct the design of complex public works projects.
  • Ability to administer projects requiring coordination with other internal and external entities.
  • Ability to communicate and present information clearly, and to deal with public relations problems in an effective, courteous, and tactful manner.
  • Ability to direct and monitor contracted consultants/contractors and manage the associated contracts.
  • Ability to establish and maintain effective working relationships with the general public, coworkers, elected and appointed officials.
  • This is a designated “Recovery” classification in the City’s Emergency Operations Plan and will require the employee occupying this position to work for declared emergencies.  Completion of appropriate level of National Incident Management Systems (NIMS) training is mandatory within one year of employment.  It would be a plus if the applicant is already certified
  • Must be non-smoker.

 

 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

 

 

  • Plan, organize, direct, and administer all public works operations, repair, and ground maintenance activities.
  • Formulate and prescribe work for maintenance laborers.
  • Responds to calls for services or emergencies on a 24/7 basis.
  • Plans, coordinates and schedules Village Public Works tasks and activities.
  • Oversee all maintenance and repair relating to greenspace and parks, including all landscaping, tree inventory, and irrigation.
  • Assure optimum departmental activity in the rehabilitation, maintenance, and repair of all Village facilities.
  • Oversee/manage the storm water utility fund and maintenance and repair projects.
  • Oversees maintenance of all public rights-of-way, such as streets and sidewalks.
  • Oversees and serves as Village liaison with all utility companies serving the Village.
  • Prepare bid specifications, requests for proposals, and project cost estimates.
  • Ability to effectively manage projects and timelines.
  • Ability to pursue quotes from multiple vendors for proposed projects to provide the best value to the Village.
  • Responds to queries about services provided or needed by the Village.
  • Oversee all matters regarding water and sewer connections within the Village.
  • Administer capital improvement projects and public work contracts and evaluate contractor’s performance.
  • Review development plans including storm water retention, issue appropriate permits, and conduct inspections, as required.
  • Participates in community committees to suggest, coordinate, and implement improvements.
  • In charge of the rights-of-way and public facilities response and recovery of hurricanes.
  • Monitor, control and report fleet performance and develop programs for continuous improvement.
  • Manage fleet contract to ensure all necessary repair and maintenance of village fleet is being completed in a timely and efficient manner.
  • Perform related work as required by the Director or designee.
  • Attend periodic planning, design, and field meetings.
  • Must be prepared and available to work during a hurricane or declared emergency, in the Village’s EOC.
  • Ability to get along with others and work effectively with the public and fellow workers.
  • Oversees NPDES program ensuring protocols are followed relating to storm water, collection basins, Village permit requirements are satisfactory, etc.

 

STARTING SALARY RANGE:   $64,795 – 105,940
