For this purpose, RCM is seeking a Regional Operations Manager whose primary focus will be to supervise and coordinate the daily operations of assigned apartment communities, which may include affordable and market rate housing. The primary duties of this role includes, but are not limited to, the general administration and management of property managers, senior property managers, regional managers and (indirectly) other property employees, in the following areas: A shared responsibility with the Facilities Department for maintaining the physical assets to achieve the highest possible net operating income, without compromising the property's anticipated life, physical appearance or level of service; The ROM must be knowledgeable and able to impose compliance measures of multiple rental programs; Monitors and holds team members accountable for adherence of all regulatory, agency and company policies and procedures; Creates, administers and hold team accountable for leasing and occupancy strategy/plan; Works with property team and company resources to prepare and submit annual operating budget. Develops strategy to meet budgeted financial objectives and reports out on progress. The Regional Operations Manager will represent the financial goals and social and environmental mission of Rose Companies by performing the following functions:

  • Performs all aspects of employee management, in conjunction with Senior Management and Talent + Culture.
  • Ensures complete and timely utilization of property management software to ensure accuracy in reporting, accounting, property management, compliance, and property operations.
  • Reviews and approves expenditures and maintains budgetary compliance; Including, participation in preparing and reporting of monthly variance (or other related financial) reports; Oversees expenses and income to maximize NOI and property value.
  • Monitors, participates in, and reports out on all applicable inspections and audits. 
  • Ensures, in conjunction with Community Manager and Facilities Department, the timely completion of capital or other improvements, within budgeted limits.
  • Supervises preparation of operating and capital budgets, supporting schedules and annual Business Plans. Supervises quarterly or semi-annual budget re-forecasts as required.
  • Visits each property as needed. With the support of the community manager, works to resolve issues regarding curb appeal, leasing & occupancy, accounting, maintenance, customer service, employees, and/or other issues as necessary. Ensures integrity of Brand Management.
  • Maintains a working knowledge and holds team accountable to: Company policies & procedures; Applicable local, state, and Federal laws; Regulatory and Management agreement terms & conditions; Affordable housing programs, and guidelines. Develops and implements property leasing and occupancy plans in accordance with HUD AFM requirements.
