Duties:
The Manager, Facility Maintenance will provide sectional leadership and guidance. You will implement and promote the City's strategic plan and foster a culture of innovation, engagement, collaboration and respect. You are responsible for ensuring all City facilities are efficiently maintained, repaired, and upgraded when necessary to provide a safe, functional, and comfortable environment to support all programs, services and patrons that utilize the facilities. Key duties and responsibilities include:
  • Review and approve all work undertaken by staff and outside contractors
  • Investigate root cause of damage/failures, or recurring issues and develop proper designs for remediation or repairs
  • Manage all demand, preventative and emergency maintenance for all City facilities, and ensure policies, regulations, etc. are properly followed (i.e. Asbestos Management Program, Electrical Safety Authority Safety Inspection Program, Ministry of Environment Environmental Compliance Approval, and Environmental Activity and Sector Registry)
  • Manage and develop service levels with other City departments utilizing various Service Level Agreements, and provide input into capital development program
  • Plan and coordinate all facility maintenance shutdowns, action any emergency projects that may arise due to equipment or system failures/breakdowns, and manage any insurance claims that may arise as a result of incidents which cause damage to facilities
  • Procure, manage, monitor and control all maintenance service contracts
  • Develop, implement, update and enforce policies and procedures pertaining to roles and activities within the section
  • Management of health & safety requirements for the Division
  • Implement facility improvement projects to comply with regulations, codes, standards and policies
  • Budget, monitor and control all Facility Operating Budgets including utility costs and consumption
  • Manage all human resources aspects of the section (i.e. performance reviews, dispute resolutions, discipline, staffing, etc.)
  • Act as Director in the absence of the Director (as needed)
  • Regularly works non-routine hours (evenings and weekends), with occasional travel to facilities or work sites as required
Qualifications:
Your degree in Engineering (Mechanical, Electrical or Civil) or related discipline is complemented by a P. Eng designation, and a minimum of 7 years' related experience. Practical or consulting experience in the engineering and construction project management field, and prior municipal or public sector experience within the field are assets to this position, as is a Project Management Professional (PMP) designation. Additional qualifications include:
  • Familiarity with Microsoft Office Suite, maintenance management system (i.e. IBM Maximo), and various engineering-related software
  • Proficiency in applicable federal and provincial codes, standards, and regulations
  • Knowledge of Occupational Health and Safety Act
  • Experience with procurement processes, and project management
  • Experience supervising staff within a unionized environment
  • Ability to maintain confidentiality and security of sensitive information, and ability to use discretion at all times
  • Ability to work independently, combined with well-developed organization and time management skills
  • You demonstrate Richmond Hill's corporate values of care, collaboration, courage and service
  • Demonstrated ability to deal effectively with tact, courtesy, discretion and diplomacy with all levels of staff and the public
  • Strong written and verbal communication skills
  • Proven ability to oversee and manage budgets and contracts
  • Must be willing and able to transport yourself to City work sites as required (mileage compensated)
The salary for this position is $135,630 to $157,321.
