The Southeastern Pennsylvania Transportation Authority (SEPTA) is the sixth largest transportation system in the United States, with a vast network of fixed route services including bus, subway/elevated, trackless trolley, light rail, and commuter rail serving a 2,200 square mile service region.    

POSITION OVERVIEW:

Our Center City Philadelphia headquarters is seeking a Director, Real Estate to direct all Real Estate Department operations, property rights records management, and programs; including short and long range property development planning; negotiation and management of all acquisitions, sales, leases, and other property rights transactions; and the joint development program.

SPECIFIC RESPONSIBILITIES:

  • Formulates, solicits, evaluates and recommends a broad range of short and long term property development strategies and proposals, to increase Authority revenue, ridership and risk avoidance.
  • Develops property purchase and lease acquisition, negotiation and management guidelines, in concert with Managers of Real Estate, to assure sound fiscal and tenancy management practices.
  • Coordinates development and continued management of administrative procedures for all real property contracts, including station and ground leases, various right of way, pipe and wire, and cellular agreements.
  • Oversees policy initiatives and procedures involving real property acquisitions, development, and disposition, including joint use and air rights development, cellular and utility, and support services management.
  • Coordinates site selection and assessment of potential and feasibility for private sector investment in joint development of Authority owned real property and SEPTA’s participation in Public/Private Partnerships.
  • Guides the formulation and implementation of the Real Estate Department's annual budget and oversees staff and consultant hiring in concert with Authority goals.
  • Informs the executive staff of status, developments and recommendations on real property matters.
  • Monitors and evaluates Real Estate Department staff performance and facilitates ongoing training and development programs.
  • Prepares or advances all staff summaries and proposed Board Resolutions relating to real property.
  • Directs the development of work scopes, solicitations, and awards of contracts for consultants, agents or other 3rd party real estate services.
  • Directs the development and implementation of a SEPTA Real Estate Asset Management database, which will integrate property maps, deeds and contract documents.

QUALIFICATIONS AND EXPERIENCE:

  • Bachelor’s Degree required and fifteen (15) years public sector and/or transportation real estate management experience required; experience in the transit/railroad industry preferred.
  • Master’s Degree preferred in Real Estate, Public Administration, Planning, Business, Law, or related field.
  • Must have demonstrated knowledge of the principals and practices of public sector and/or transportation property   management; real property acquisition and disposal including the use of eminent domain for public purpose; principles and practices of right-of-way and coordination; real estate laws; property ownership and leasing contracts, and FTA Real Estate regulations and guidelines.
  • Familiarity with research of deeds and property records required.
  • Familiarity with contracting for and reviewing property appraisals.
  • Excellent analytical, verbal, presentation, and written communication skills required.
