What Your Job Will Be Like

We are seeking a Tactical Planner for Davis-Bacon Act (DBA) compliance activities as part of the work planning and control process for Sandia National Laboratories (SNL)! This role will apply DBA requirements to work orders and monitor work in progress for evaluation and possible reclassification. You will serve as the day-to-day Subject Matter Expert (SME) in support of DBA requirements as part of the Work Coordination and Control (WCC) team. You will use technical judgment, built upon a strong technical background, to identify work that meets DBA criteria and determine the proper labor requirements as a guidance to the work planning process. The DBA Tactical Planner will also consult with Mission Partners on their DBA questions/work as needed.

On any given day, you may be called on to:

  • Update databases and information technology applications; maintain reports and metrics.
  • Understand all pertinent building/facility systems to ensure they will meet customer needs and expectations.
  • Make labor standards classifications that include construction, alteration, or repair.
  • Apply proper DBA labor codes on work orders as a guidance to certified payroll.
  • Serve as first point of contact for WCC with clarification from their initial DBA screening.
  • Prepare and communicate DBA labor reports from Maximo to SFO Contracting Officer and SNL Stakeholders.
  • Evaluate work that may become DBA based on changes according to DBA criteria.
  • Work directly with team leaders, task leads, maintenance planners, and craft in DBA determinations and reporting.

Due to the nature of the work, the selected applicant must be able to work onsite 100% of the time.

Qualifications We Require

  • Bachelor's degree in a relevant field (such as Construction, Engineering, Facilities Management, Compliance, etc) plus five (5) years of relevant experience; or equivalent combination of education and relevant experience.
  • Operating knowledge of all aspects of Davis Bacon Act.
  • Knowledge and background in the construction management, code inspector, or related facilities fields, such as mechanical, electrical, civil, structural, or architecture trades.
  • Ability to obtain and maintain an active DOE L-level security clearance.

Qualifications We Desire

  • Knowledge and experience applying principles and methods of multiple technical fields including design, construction and engineering, to procurement, planning, scheduling, and cost/budget control.
  • Knowledge of related work hazards and safety programs.
  • Knowledge of building codes, Americans with Disabilities Act, and Occupational Safety and Health Administration standards.
  • Ability to understand and interpret mechanical, electrical, and plumbing documents, blueprints, drawings, and schematics.
  • Demonstrated ability to team across multiple subject areas.
  • Demonstrated leadership skills, including the ability to successfully plan, organize, lead, and monitor team efforts to completion.
  • Knowledge of Sandia National Laboratories' infrastructure and site practices and procedures.
  • Experience using Facilities Management Software Systems and Microsoft Office programs.
  • Ability to collect, manage and analyze data, create graphs and tables, prepare reports, and prepare and deliver presentations.

The Infrastructure Services Center Work Coordination and Control Department serves as the interface hub between Center 4800's role of determining and authorizing work and Center 4700's role of receiving, assigning, and performing authorized work. The Department maintains a diverse set of personnel resources, procedures and processes needed to effectively and efficiently receive, assign, schedule, track, and status work. The organization also has specific responsibility to operate the Facilities Request Desk, manage project coordination, assist with issues management, provide reliability centered maintenance support, provide DBA compliance support and pursue contractor/vendor warranty obligations.

Security Clearance
