The Sandia National Laboratories (SNL) Davis-Bacon Compliance Officer (CO) is the program owner responsible for the application of Davis-Bacon Act (DBA) requirements across all Sandia site locations, multiple states, and divisions. The DBA CO is responsible for compliance and continuous improvement for the DBA procedure through all process phases.

In this position, you will use technical expertise to work with the customers to define and negotiate system requirements that enable mission function and performance. You will collaborate with Activity Level Work Planners to develop conceptual project requirements to meet customer and mission support requirements and define the necessary resources to enable successful project execution.

This position will also apply expertise in one or more engineering or facilities-related fields to make judgments crucial to enable the delivery of mission requirements.

On any given day, you may be called on to:

  • Program owner for Davis-Bacon program for SNL across multiple state/site locations/divisions.
  • Coordinate Davis-Bacon Compliance (DBA) resources to determine the most effective integrated solution.
  • DBA process owner for initiation, determination, authorization, classification, reporting, appeals/challenges management, and certified payroll.
  • Provide support, training, and guidance in determining wage rates and classifications at the job level for multiple site locations.
  • Responsible for supporting request for authorization of additional classification and rate to government agencies and working with internal payroll to ensure rates are created as necessary.
  • Provide support and guidance to technical resources for SNL DBA requirements, coordinating, as required, with work performed in other internal and external organizations.
  • Provide leadership and tactical planning for DBA program and applies engineering or other technical knowledge to achieve program and project objectives and deliverables.
  • Use technical judgment, built upon a strong engineering, facilities, and technical background (i.e. Electrical, Mechanical, Structural, Architectural, or Fire Protection) to identify potential operational risks, develops risk mitigation strategies and corrective actions, and recommends risk acceptance or avoidance for operations related to DBA program.
  • Communicate and partner with Sandia Field Office representative, Management and Labor Relations on matters of customer requirements and work classifications reporting.
  • Perform preliminary oversight and periodic random reviews of work orders to ensure compliance to federal labor laws.
  • Recommend addition, expansion, or discontinuance of DBA projects.
  • Make labor standards classifications and reporting procurement subcontracts that include construction, alteration or repair.
  • Initiate, design, develop, implement, and evaluate new processes, products, or systems for implementing and integrating optimal solutions.
  • Conduct training and mentorship directly to other DBA staff and indirectly to customers throughout SNL.

This position may require periodic travel to our other Sandia National Laboratories' sites.

The selected applicant may be eligible for virtual work, located in any U.S. State or District of Columbia.  Regular or periodic travel to your assigned work location will be required.

Qualifications We Require

  • Bachelor’s degree in an Engineering discipline, Science, or Business field plus eight (8) years of demonstrated experience in one or more of the following areas:
    • Strategic planning
    • Facilities management
    • Risk management
    • Project Management
  • or equivalent combination of relevant education and experience.
  • Ability to obtain and maintain an active DOE L-level security clearance.

Qualifications We Desire

  • Authority on all aspects of Davis Bacon Act (DBA) with demonstrated experience in DBA program management.
  • Knowledge and background in one or more facilities related fields, such as mechanical, engineering, electrical engineering, civil engineering, structural engineering, Fire Protection, or architecture.
  • Demonstrated ability to team across several different fields.
  • Ability to make decisions requiring scientific, facilities, construction, or engineering judgment.
  • Demonstrated leadership skills, including the ability to successfully plan, organize, lead, and monitor team efforts to completion.
  • Ability to effectively prioritize and implement tasks in a high-pressure environment.
  • Excellent oral and written communication and presentation skills.
  • Demonstrated knowledge of and experience with implementing DBA policies affecting activities, projects, or initiatives.
  • Knowledge of the technical or operational discipline of the assigned facilities area of responsibility.
  • Ability to model behaviors that reflect Sandia's core values.

The Maintenance Group manages and delivers maintenance and fleet services support to the Laboratory through the Facilities Management Team model. This includes mechanical, electrical, civil, structural, architectural, and roads and grounds services.

Security Clearance

Sandia is required by DOE to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications.
