The Massachusetts Housing Partnership (MHP) is seeking a seasoned residential mortgage or homeownership counseling professional with loss mitigation experience to oversee the largest program under the new federally-funded Massachusetts Homeowner Assistance Fund (HAF).  This $139+ million program will provide mortgage relief and financial assistance to residents of the Commonwealth in order to help them avoid foreclosure.  The ideal candidate will utilize their mortgage industry knowledge and program management experience to successfully implement and oversee this critically important program.

The Program Manager will serve as the lead for the retail component of the HAF program. The program will be open to homeowners across Massachusetts who are experiencing financial hardship due to the pandemic, such as inability to pay their mortgage and other homeowner related expenses. Homeowners will be able to apply through a web-based application portal or by working with a homeownership counseling agency.  The initial focus of the program is to reinstate mortgages by curing COVID-related mortgage, property tax, insurance and condominium fee delinquencies. To the extent that funding allows, the program may be expanded to include other eligible uses of federal HAF funds.

The Program Manager will be instrumental in successfully launching the retail HAF program.  This position will oversee the vendor(s) who are responsible for the following services:  establishing the web-based application portal; managing the call center that provides support for applicants; application underwriting and approval; processing payments to loan servicers; reporting and quality control services; and audit review and support.  The Program Manager will also oversee the engagement and performance of homeownership counseling agencies who will assist homeowners who have trouble completing the web-based application and will work with homeowners and servicers to restructure loans as appropriate.  Ongoing work includes monitoring program and contract performance utilizing key performance indicators, applying federal and state program rules and regulations to ensure quality control and compliance, reporting to key internal and external stakeholders on the program’s performance and impact, and conducting presentations to various audiences. The Program Manager will attend, participate, and facilitate stakeholder and community-related meetings, conferences, webinars, and workshops.  An ongoing function will be management of federal reporting requirements. This role will provide direct supervision of one or more HAF-related staff, and maintain responsibility and oversight of the housing counseling component of the HAF program.  

This position will report to the Director of Homeownership. MHP’s Homeownership team works with lenders and non-profit partners to administer the ONE Mortgage and ONE+Boston mortgage products for low- and moderate-income first-time homebuyers, and oversees the HomeSafe post-purchase counseling and education program. 

Qualifications:

The position requires knowledge and expertise in residential mortgage lending, including familiarity with foreclosure prevention and other homeownership preservation interventions, as well as relevant program management experience.  Additionally, the ideal candidate will have relevant experience managing government contracts, monitoring performance against key performance indicators, building and managing relationships across industry and government, supervising staff, analyzing data, and some familiarity with affordable residential mortgage programs.  Bachelor’s degree in Public Administration, Business Administration, or related field, or equivalent experience.
