If you’re a business leader whose knowledge base ranges from economic development and affordable housing to urban design best practices, this full-time position with the Region of Waterloo would be an exciting and rewarding career opportunity.  

As Manager, Land Portfolio (Economic Development & Housing), you’ll lead a cross-divisional team, in collaboration with the Community Services Division and Housing Division, to develop and implement Council’s affordable housing investment strategy. Managing a portfolio of Region-owned lands, you’ll use funding to invest in, and ready, sites to maximize returns as well as further strategic goals.

KNOWLEDGE, SKILLS & ABILITIES REQUIRED

To assume the role of Manager, Land Portfolio (Economic Development & Housing), you will have the following profile:

  • Knowledge of economic development considerations, detailed planning processes, development standards and practices, and strategic land development, normally acquired through a degree in a related field (e.g., business administration, economic development, planning), plus progressively responsible related experience.
  • Knowledge of, and skills in, urban design criteria and best practices.
  • Knowledge of, and ability to comply with, policies, procedures, and legislation associated with planning, municipal land disposition processes, appraisal and land transfer processes. 
  • Knowledge of financial modelling approaches to support the development of proformas and business plans.
  • Ability to conduct cost/benefit and return-on-investment analyses.
  • Research, analytical, organizational, problem-solving, and continuous improvement skills to classify and organize work; select and coordinate staff to achieve goals; analyze and assess program compliance with policies, procedures, standards, guidelines, and legislation; develop program plans, procedures, policies, and frameworks; analyze data and make property recommendations; and take a broad view of issues, events, and activities, and their long-term impacts/implications.
  • Leadership, human relations, communication, negotiation, and political acuity to manage, develop, motivate, and support staff; develop agreements with area municipalities and other stakeholders; conduct presentations and promote concepts and programs to government committees and the media; provide advice and recommendations on controversial and complex initiatives/projects; build and maintain partnerships with stakeholders; respond to media inquiries; and participate as an effective team member.
  • Ability to read and interpret legislation, reports, publications, journals, and research papers; write, compile, and summarize data and research; and prepare technical/administrative reports, articles, policies, procedures, correspondence, specifications and standards.
  • Computer skills, with the ability to use software such as Microsoft Office and program-related databases.
  • Ability to travel within and outside Waterloo Region.
  • Ability to adjust schedule to attend evening/weekend meetings and respond to issues.
  • Ability to support and demonstrate the Region’s values.

NOTE: Must provide an acceptable Police Information Check (Level 2) for bondability.
