Description


Provide support in the area of real estate in conjunction with the acquisition of new properties through lease or purchase, management of real property assests, and disposal of Government-owned and leased real property for the U.S. Department of Labor's (DOL) nationwide Job Corps Program.


RESPONSIBILITIES:

Provide DOL with technical expertise and recommendations, serving as a representative to support the day to day management of their real property assets.


Coordinate with and support other Engineering Support Contractor staff, including:  project managers, facility surveyors, environmental specialists, contract specialists, and other technical support staff assigned to DOL's design and construction program, to ensure timely delivery of design and construction projects, and real estate activities to DOL.


At the direction of DOL/Office of Job Corps (OJC) and/or the Director, of Real Estate, prepare Requests for Quotations/Proposals for approval by OJC; review proposals, conduct market surveys, and make recommendations to DOL/OJC; obtain quotes and make recommendations to Director of Real Estate for appraisal, survey, or settlement services award; conduct acquisition negotiations; as appropriate, prepare lease agreements, lease extensions, or options to purchase; coordinate purchases with Department of Justice; coordinate and attend settlement/follow-up on all post-closing actions; prepare record of negotiation and submit leases and lease extensions to DOL Contracting Officer for execution.


Performs real estate asset management functions, including: manage federal property transfers, the property excess and demolition approval processes, obtain easements/right-of-ways, participate in Long Range Development planning for centers, and other actions, as necessary.


Manage the real property inventory (Federally owned and leased) for DOL's Job Corps program through the ESCIS database. 


Prepare and update ESCIS Database with monthly real estate activities for the Design and Construction Status Report.


Provide progress reports, schedules, rent vs. own analysis, budget development recommendations, as needed.


Coordinate real estate activities among DOL, the OJC National Office and Regional personnel; Center personnel; lessors; and other Federal agencies, as necessary.


Prepare and package correspondence in accordance with DOL instruction and direction. 


Additional assignments as deemed appropriate by the Director of Real Estate.

The manager will be evaluated on the following factors:


Effectiveness in achieving objectives - planning/organization/execution.


Creativity in methods and means used to mitigate problems - problem solving/cooperation.


Initiating proactive professional judgment and timely actions on assigned project issues - decision making/judgment.


Effectiveness in customer service and relationship building - internal relationships with ESC and external client relationships and other external parties such as brokers, property owners, etc.


Accuracy of work - quality/quantity/ability to work independently.


Work knowledge - understanding of Federal real property regulations, financial awareness, project development and interaction with the global Job Corps program.


QUALIFICATIONS: 

Excellent oral and written communication skills are required. 


Must possess a thorough knowledge of lease preparation, contract formulation,

appraisal procedures, title services, Federal Acquisition Regulations, Federal


Property Management Regulations, and general real property procedures and guidelines.

Ability to handle multiple tasks simultaneously and deal with a variety of professionals

and personalities.


Computer skills necessary.


Bachelor's degree from a four-year college or university and 5 years industry experience; or 7-to-10 years related experience; or equivalent combination of education and experience.


Knowledge of the commercial loan servicing industry.
