Job-Specific Responsibilities
Harvard Allston Land Company (HALC) is responsible for the development of Harvard's Enterprise Research Campus (ERC) located in Allston, MA. HALC is currently running a Request for Proposal process for a third-party developer to develop the 900,000 FAR SF approved by the City of Boston in a Planned Development Area as part of Phase I of the ERC.

To support this development, HALC will be completing the roadways and infrastructure, including, but not limited to a road network to provide appropriate access to the building and support the local transportation requirements; water, sewer, drain infrastructure; gas infrastructure; electric infrastructure; telephone and data infrastructure.

The Infrastructure Project Manager (IPM) will manage all aspects of the infrastructure process for the ERC

The IPM will have joint reporting to the Harvard Capital Projects Managing Director and to the HALC CEO.

Responsibilities:
Project Management

  • The IPM is responsible for the management of the entire scope of the project delivery process including, but not limited to:
    • Managing the establishment of a Total Project Cost budget, and supporting HALC's leadership in taking that budget through internal approvals
    • Establishing and managing a total project schedule
    • Managing the design process
    • Working with HALC senior leadership to select the appropriate Project Delivery system
    • Managing the selection of a Construction Manager in accordance with the Project Delivery system agreed upon by HALC
    • Managing the construction process from preconstruction through final signoffs, punch lists, and financial closeout
  • The IPM may have to supervise assistant project managers and/or project clerks
  • The IPM will coordinate with Harvard Public Affairs & Communications on construction-related impact to the general public, residential, academic, commercial abutters and all relevant regulatory authorities
  • The IPM facilitates and tracks communications throughout the project and communicates clearly and succinctly to HALC senior leadership issues affecting project program, budget, scope, timeline or delivery.
  • The IPM is responsible for project quality control and oversees contracts for all contractors, design/engineering consultants, site surveys, owner testing and additional specialty consulting as necessary as related to all components of the project.
  • The IPM sustains an environment that fosters teamwork, excellence, respect, accountability, and diversity.
  • The IPM actively participates as a member of HALC's professional team and Harvard University's internal community of design and construction professionals, mentoring other professionals, and contributing knowledge and experience for the University's greater good.

Financial Management

  • The HCP Managing Director, working closely with the IPM, is responsible for maintaining the project scope within the approved budget and schedule.
  • The IPM will coordinate and lead value management processes, as necessary, throughout the project duration.
  • The IPM is responsible for project cost control, managing a project control professional to develop and monitor project cash flow projections.
  • The IPM provides regular budget updates to senior leaders.
  • The IPM reviews proposed change orders and reviews and authorize payments within appropriate signing authority.
  • The IPM guides design decisions by stakeholders to maintain the project scope within the approved scope and budget.

Regulatory Approvals

  • IPM coordinates, together with other members of the overall HALC team, submissions to jurisdictional authorities for permitting.
  • The IPM manages the process to ensure compliance by the design and construction teams with all regulations for the authorities having jurisdiction.
  • When necessary, the IPM manages the inspections necessary by any/all authorities having jurisdiction.

Perform miscellaneous other duties as assigned.



Basic Qualifications
Candidates MUST meet the following basic qualifications in order to be considered for this role:

  • Bachelor's degree in a technical field (civil engineering), construction management, or the equivalent required
  • Minimum eight (8) years managing design and construction of infrastructure projects in a complex or urban neighborhood

  • Familiarity with City, State, and Federal codes and ordinances.
  • Emerging skills in leading a team within a team in a way that builds alignment and trust

  • Demonstrated flexibility and creativity in finding mutually agreeable solutions within project constraints
  • Ability to effectively manage the development and maintenance of project budgets, cash flow projections, and schedules.

  • Ability to negotiate and resolve confrontational issues as they arise.
